W. O. Lee is Head of the Centre of Citizenship Education and a Professor in the Department of Educational Policy and Administration at the Hong Kong Institute of Education. He has previously served as Dean of Foundations in Education at the Institute, and as Associate Dean of Education and Director of Comparative Education Research Centre at the University of Hong Kong. He is an internationally renowned scholar, and has published extensively in citizenship education, values and moral education and comparative education. In 2003 he received the Medal of Honour awarded by the Hong Kong government, for his contribution to citizenship education, and the Bronze Educator Award from the China Research Association of Educational Art in Beijing. Jeffrey T. Fouts is Executive Director of the Washington School Research Centre at Seattle Pacific University and is a Professor of Education at the University.
